About the Program
What is the HEAR Program?
The Home Electrification and Appliance Rebate (HEAR) program is a Colorado Energy Office initiative funded by the Inflation Reduction Act. It provides upfront rebates — applied as point-of-sale discounts — for high-efficiency electric upgrades in existing Colorado homes.
Households at or below 150% of Area Median Income (AMI) qualify. Those at or below 80% AMI receive up to 100% of project cost covered; households at 80–150% AMI receive 50% of project cost, up to program maximums.
As a registered HEAR contractor, HALO applies your rebate directly as a discount on your invoice. You never pay full price and wait for a reimbursement check.

Income Verification
Documents You'll Need to Apply
Gather these before starting your application in the state portal. Applications expire after 90 days — only start when you're ready to move forward with installation.
Photo ID
Driver's license, passport, state-issued ID, or permanent resident card. Must not be expired.
Proof of Homeownership
Deed, mortgage statement, or property tax bill showing your name and property address.
Renters: Landlord authorization must be completed directly in the application portal.
Proof of Residence
Utility bill (electric, gas, water, or internet) from within the past 90 days showing your current address.
Proof of Income — Option A
Benefit letter from: LEAP, Medicaid, SNAP, Head Start, Lifeline, FDPIR, National School Lunch (free/reduced), HIP, SSI, Aid to Blind/Needy Disabled, or Old Age Pension.
Proof of Income — Option B
IRS Form 1040 (pages 1–2), W-2s or 1099s, two consecutive recent pay stubs, or three months of bank statements.
What Won't Work
Expired IDs, utility bills older than 90 days, benefit letters for non-approved programs, or documents with mismatched names or addresses.
